  1. Beijing Key Laboratory of Resource Environment and Geographic Information System (2001)

  (1)Overall Mission

    Based in Beijing, serving Beijing is the purpose of laboratory development and construction. Relying on Liu Xianlin academician in the 3S core technology advantages, laboratory staff research and develop 3S technology application software and high-tech products. Combined with the problems of Beijing's major resources and environment, the application basic research is carried out to provide scientific basis and technical support for the decision-making of these problems in Beijing. It is designed to create the laboratory research features of "spatial data acquisition, processing and virtual reality", "urban typical environmental process monitoring and digital simulation" and "Regional environmental evolution and regulation" and other aspects, and to form the technical advantages.

  (2)Main Research Direction

  1)Spatial data acquisition, processing and virtual reality. It includes the studies of urban three-dimensional data acquisition, processing and three-dimensional modeling technology, and the research about virtual city system architecture, data model and visualization technology integration.

  2)Urban typical environmental process monitoring and digital simulation. It is divided into five areas of research including the dynamic monitoring method of watershed ground cover, the design and realization of watershed feature terrain and terrain automatic segmentation algorithm, the slope surface process of small watershed and reservoir siltation change model, groundwater movement and ground subsidence simulation and virtual watershed system.

  3)Regional environmental evolution and regulation. This part is to study the environmental changes of the capital circle, including information extraction, dating, and establish the evolutionary sequence. On this basis, the soil-vegetation pollution and recovery, water pollution and protection and utilization in Beijing area are studied.

  (3)Research Goals

    Relying on the technical characteristics and strength of the laboratory, around the planning outline of the middle and long term science and technology development in Beijing, we research on problems related to economic construction and social development in Beijing including the spatial information acquisition and processing, the monitoring and regulation of Beijing ground subsidence, Beijing wetland protection and restoration, water rustic environmental problems (such as urban thermal environment, air quality monitoring, Beijing and surrounding areas of land cover monitoring), etc. These studies can provide a scientific solution for the above problems and provide services for the development of Beijing.


  2.Key Laboratory of Disaster Assessment and Risk Reduction, the Ministry of Civil Affairs (2009)

  (1)Laboratory Mission

    According to the major business requirements of national integrated disaster reduction and disaster risk management, theoretical researches and technology development are conducted including comprehensive disaster assessment, disaster system simulation and emulation, disaster information mining and service, disaster risk prevention, disaster relief and other aspects. The purpose is to solve the key technical problems restricting the disaster risk management and prevention in China and to establish a disaster comprehensive risk prevention and rescue research and technology development system which is suitable for China's national conditions. On this basis, we can further promote the comprehensive disaster mitigation and disaster risk prevention capability in China, and provide technical support for the sustainable and stable development of national social economy.

  (2) Main Research Direction

  1)Disaster Evaluation

    According to the characteristics of natural disasters in China, the comprehensive disaster assessment method system suitable for the current disaster management needs is constructed, and the research of disaster assessment technology is carried out. Based on 3S technology, spatial analysis technique, mathematical statistical method, etc., the application system of disaster assessment is developed.

  2)Simulation and Emulation of Disaster System

   According to the demand of disaster management work in China, the modern theory and technology methods such as disaster system theory, spatial information integration and analysis technology, virtual reality technology and computer simulation technology are used to carry out disaster system simulation technology research, and establish a model simulation technology method system covering the main types of natural disasters and disaster management links which includes emergency rescue, disaster process inversion, reconstruction planning.

  3)Disaster Information Mining and Service

  Integrating the traditional disaster information analysis, spatial information technology, geostatistics theory, intelligent theory and expert system and other methods and technical means, various studies on disasters are conducted, including disaster information extraction model for disaster-oriented species, disaster frequent regional warning technology, disaster-response-oriented information rapid classification and assessment technology, disaster-oriented risk factor extraction technology, post-disaster recovery and reconstruction evaluation technology, disaster-oriented hazard information evaluation and revision technology, etc. These studies can set up the information mining and service technology system suitable for the basic national conditions of disaster information management in China.

  The breakthroughs of related technical research can achieve the efficiency and standardization of disaster information processing, and enhance the ability of information processing and service, improving the ability of disaster emergency response and disaster risk resistance.

  4)Disaster Risk Prevention

  Confronting the current situation of disaster risk prevention in China, the studies of comprehensive risk zoning and mapping of disasters, disaster prevention and mitigation planning, catastrophe risk prevention, disaster risk transfer and sharing decision-making provide decision-making and technical support for national disaster comprehensive risk prevention.

  5)Disaster Relief

  Combined with the requirements of disaster relief work in China, the product design and technology development in the field of disaster emergency relief and material support are carried out.


    3. Beijing Laboratory of Water Resources Security(2014)

      Confronting the major issues of water resources security in Beijing, a series of problems are caused by Beijing per capita water resources less than the international extreme water shortage standards 1/5 and continuous exploitation of emergency water source. Meanwhile, the multi-scale regional water cycle is influenced by climate change and human activity. Using the advantages of new generation space information technology such as remote sensing and GIS, large data, cloud computing, the scientific problems are researched, which include rain flood resources and flood season safety, emergency water source operation safety, surface water-groundwater joint regulation and storage. These studies enable us to recognize the water resources safety in Beijing and discover the multi-scale regional water circulation. Furthermore, we can reconstruct the regional multi-scale water circulation process and improve the water resources safety and security ability of Beijing.

  Water deficient in Beijing, the largest groundwater landing funnel in north China, Jing-Jin-Ji integration, under the background of South-to-north water transfer, combined with remote sensing (INSAR, Grace) and geographic information system, focusing on groundwater-ground subsidence, water resources security, urban storm water and other issues.

  5. Key Laboratory of 3-Dimensional Information Acquisition and Application, Ministry of Education (2003)

    Laboratory overall positioning: Aiming for the major needs of spatial information acquisition and application in national surveying and mapping geographic information industry and building integration of Beijing, Tianjin and Hebei, the laboratory is to lead the demonstration applicationby innovating theory and technical methods and to form series of results which has significant influence both at home and abroad, meanwhile, to set up a high level of basic research application team. 

   The main research direction of the laboratory:

   1)key technology of three-dimensional information acquisitionsystem;

   2)new generation of multi-source spatial information processing system;

   3) application demonstration: land subsidence and eco-hydrological effects in Beijing, Tianjin and Hebei. The above three research directions formed an organic whole, innovation space data acquisition, processing, application theory and method as the main line, By the core technology breakthrough and a new generation of product development, to achieve multi - sensor integrated, multi - source remote sensing data with high precision automatic processing, ground subsidence spatial data mining and urban rain and flood digital modeling under the unified space-time basis.

   For five years, Academician Liu Xianlin and his team, Guan Hongliang and “Thousand Talents Program”team, Zhou Chunping and the innovation team of Education Ministry, Gong Huili and UNESCO(United Nations Educational, Scientific and Cultural Organization) Information Hydrology team, etc. Which won the National Science and Technology Progress special award, National Science and Technology Progress second prize, and two provincial and ministerial first prize. The SSW mobile measuring system owning independent intellectual property right accounted for more than 40% of the domestic market. SWDC aviation measurement camera (the unique domestic product) accounted for more than 30% of the domestic market, Regional land subsidence and eco-hydrological become UNESCO demonstration projects.


   (1) The innovation base of mobile laser measurement technology.

   A new method of 360 degree laser scanner calibration is proposed, which solved the problem of high precision engineering measurement; a new idea of integrated design of vehicle airborne laser scanner is first-advanced at home and abroad, which solved the vehicle scan and airborne scanning point cloud complement the problem; Indoor mobile laser mapping system is first developed at home and solved the problem of data acquisition in the absence of indoor GPS signals.

   (2) Beijing-Tianjin-Hebei water safety research demonstration.

   The spatial data mining method was incorporated into the UNESCO Red Data Book in 2010. Wild duck lake wetland in 2010 and Beijing Water Resources Safety in 2015 enter into UNESCO demonstration project. The research results provide technical support to the Beijing-Tianjin-Hebei land subsidence prevention and control, south river into the Beijing underground reservoir storage, Beijing karst water supply limit protection capacity, New Hangcheng water resources allocation, planning the construction of the new city and the operate of Beijing-Shenyang high-speed rail.

   (3) Personnel training and international cooperation.

   First national geography science and technology experimental teaching demonstration center in China, National quality courses, national characteristics specialty and national excellent teaching team. In 2010, Professor Gong Huili and Professor Zhou Demin were appointed Chair and Co-Chairs of UNESCO Information Hydrology.


   Research results and contributions

   In the past five years, the laboratory has made important progress in the direction of "key technology of three-dimensional information collection system", "new generation multi-source spatial information system", "application demonstration-land subsidence and eco-hydrological effectsin Beijing, Tianjin and Hebei. "Space remote sensing application system and integrated ground system engineering" won the National Science and Technology Progress special award; "Remote sensing mapping business platform development and major engineering applications" won the National Science and Technology Progress second prize; "Ground mobile laser integration of key technical methods and hardware and software products and application demonstration" was the first prize of Scientific and Technological Progress award; "SWDC Digital Aerial Photograph" was awarded the first prize of Science and Technology Progress Award; "Emergency space data sub-center military mapping service system" was awarded the second prize of scientific and technological progress award; "Beijing area ground subsidence monitoring key technology and its engineering application" received the Beijing Science and Technology Award; "UNESCO and Multivariate Eco-hydrological Monitoring Series Achievements" received the UNESCO IHP-HELP Special Contribution Award.

   In the last five years, 606 papers have been published. Among them, there are 121 SCI papers, 170 EI papers, 19 monographs, 14 invention patents, 8 licensed utility models and 22 software copyright registration applications.

   Key Technology of 3D Information Acquisition System."SSW car laser modeling measurement system" developed successfully filled the domestic blank, reached the advanced level of similar foreign equipment, Especially achieved an important breakthrough in the automatic classification and automatic materialization of key technologies, Better than foreign similar system functions (Identify by National Surveying and Mapping Geographic Information Bureau). At present, the product demonstration application in surveying and mapping, municipal survey, disaster monitoring and other fields. The domestic market share of more than 40%, much higher than similar foreign products; The system used in the United States New York highway survey of assets in 2011, High efficiency and high precision of data acquisition meet the needs of user very much in road information management, has achieved significant economic and social benefits. "SWDC digital aerial photography", by the young teachers in the laboratory-based research team developed is the unique practical products. Entered the market for three years, achieved the most domestic market share, currently has sold 50 sets of product, sales amounted to 1.3 million. On the basis of this product, developed a new generation of SWDC-5 tilt photography aerial photography, sold 4 sets now.

   Land subsidence and eco-hydrological effects in Beijing, Tianjin and Hebei. In view of the prominent ecological and environmental problems in the Beijing-Tianjin-Hebei region, such as water shortage, urban wetland resources are continuously shrinking and degrading, land subsidence caused by long-term over-exploitation of groundwater.To carry out remote sensing and hydrogeological research, the research results provide space technical support for the regional ground subsidence, South water to Beijing, underground reservoir regulation, Beijing new airport, Beijing-Shenyang high-speed rail and other major projects. The spatial data mining method was incorporated into the UNESCO Red Data Book. Wild duck lake wetland and Beijing Water Resources Safety enter into UNESCO demonstration project.By the UNESCO invited to assess the impact of floods in Pakistanin 2010, Land subsidence research results have been applied in  in Las Vegas, USA, enhanced our international influence in the field.

   Representative research results

   Over the past five years, under the continued support of the series of national natural science fund, national science and technology support plan, the national public welfare industry special projects and so on, the lab has developed a series of high-level product prototypes and results around mobile laser scanning technology. The following are the main innovations:

   (1) Developed the first domestic mobile laser modeling and measurement system with independent intellectual property rights and the technology is ahead of other countries. A series of methods based on laser scanner, GPS / IMU and CCD camera are proposed, which based on parallel installation to achieve laser and linear array camera integration algorithm for the international initiative.

   (2) Developed the first domestic indoor laser motion mapping system, By integrating a variety of sensors on a rigidly connected trolley, In the case of a long absence of GPS signals in the room, through high-precision multi-source combination of navigation, can be maintained within 5cm positioning accuracy.

   (3) Completed the vehicle airborne integrated laser radar system firstly, the system broke through the road elevation measurement accuracy index of 2cm, achieved the domestic vehicle airborne lidar in the field of road reconstruction expansion. The expand of Inner Mongolia section of Beijing-Tibet high-speed is about 100 km, with the traditional method requires 30 people for 3 months, but only 3 people for 3 days with the existing method.

   SSW ground mobile laser scanning measurement products won the national surveying and mapping progress of science and technology first prize, Beijing Science and Technology Progress second prize, apply for eight patents,The domestic market share of more than 40%.

   Team building

   In the past 12 years, the laboratory set up a high level and open international research team. Chinese Academy of Engineering researcher Liu Xianlin as the laboratory academic committee director, professor Gong Huili (Academician of the Russian Academy of Engineering, UNESCO Chair in Hydroinformatics for Ecohydrology, member of the Academic Degrees Committee of the State Council, member of the Teaching Committee of the Geography Science of the Ministry of Education, etc.) as the director of the laboratory.    The rapid growth of scientific research team thanks to the laboratory training program. Near-surface space information rapid access system as an important means of rapid access to geographic information, to fill the gaps, reached the international leading level; The development of large-scale remote sensing data processing system, the performance of similar systems achieved the advanced level at home and abroad, these technologies provides the basic information of surface space for urban environmental processes, water resources security research ,developed the geography theory and methods.    The key laboratory of the Ministry of Education has adapted to the characteristics of geography, and has cooperated with world-class and high-level universities to construct a cross-disciplinary, comprehensive experimental teaching system and cultivate students' comprehensive ability and international vision.
